“Unable to complete purchase”

When trying to make a JPY320 purchase with JPY5000 App Store credit from a gift card on my account, it still won’t let me make a purchase, insisting I add a payment method. It says “We were unable to charge any of the payment methods on file for your account. Please update your billing info.” But I have JPY5000 on my account from a gift card I just redeemed, why won’t it just use that?

While previous posts say that certain purchases must be charged on a credit card, not gift card credit, the purchase I am trying to make, I am very certain that it takes gift card credit. It's a mobile game in Japan and there are businesses selling credits so people can make in-game purchase.

Thanks!
