In Apple TV on Mac - Extremely high data consumption and Changing the streaming option to "Data Saver" is not actually reducing the data consumption.

I am seeing that Apple TV app on my Mac Mini (connected to a 4K display) is consuming extremely high amount of data (about ~8-10 Gb per hour).


Unfortunately I don't have unlimited data volume on my internet connection and this is big problem.


I see that there is an option to change the streaming option to "Data Saver" which claims to use up to 1Gb/hour.

I have selected that option for streaming but I still see extremely high data usage by Apple TV.


How to fix this problem?

I've reported this issue to Telstra, my provider. No one seems to care. Despite my having provided oodles of background information to my issue, I got the stock standard response - "here is how to change to a lower data setting." Sheesh.


Having lived rurally the last 6 years, I've always used the so-called "Data Saver" option for whatever streaming service I've been subscribed to at the time (it's the only way you can more or less watch a movie uninterrupted on patchy internet). For Apple TV, their Data Saver option should equate to 1GB/hour (see screenshot). Tonight, after watching a 2-hour movie, I get a 50% usage warning. I go online to check my usage and see it is 25.5GB.


WTAF?


I signed up to Apple TV through Telstra. I think the onus is on them to sort this issue out, with Apple. In the meantime, I will be quitting Apple and switching to an alternate network provider.
