iPhoto to photos on Ventura

I have old iPhotos on an external hard drive. I want to access them on my new Mac mini which is running Ventura.

iMac, macOS 10.12

You can use file->import and point to the library. It will import your images into your Photos library, but no folders or events.

If a Photo library is moved to an external hard drive, can those photos be accessible while at the same. time iPhoto still is on my Mac?
