iPhone says iCloud storage is full

My icloud says storage full but I can't find any photo in but keeps complaining I tried using a computer to see the photos save and and they were not up to 25 but icloud keeps saying storage full how do i see the rest of the things inside the icloud

Device full but all is saved to iCloud….? I have everything being saved to iCloud and optimized storage toggled on, but my device still shows full and mostly of photos.

I bought ICloud and nothing changed on my iPhone storage I have used 127gb out of 128gb of my iPhone. Today I bought the 200gb iCloud and nothing changed. Most of my storage is used by photos and I don’t even have that many photos and videos. When I open the gallery it says that syncing paused and that I don’t have enough iPhone storage. When I go to the settings the storage still says that I have used 127gb out of 128 gb. I can’t even take screenshots to show you and I can’t delete photos, for example I wanted to delete photos, I pressed delete and nothing happened they reappeared ! What should I do ?
