Child Apple ID won’t verify codes

I tried creating an Apple ID for my child last night. I got as far as verifying payment. I got a code sent to my phone because I use PayPal. The code sent. The code wasn’t valid. A dance of doing this a few too many times. Now a code will not send at all and it is telling me that my phone number has to wait because it was denied too much. FIRST OF ALL, the codes were all triple checked before submitting. None of them worked. What do I do now?
