I have external storage connected to my Imac Ventura 13.2.1.

Why do I have to pay for extra storage in Icloud? When I have a 2TB disk connected to my Imac, why should I pay for extra Icloud storage?

Do you have iCloud Drive or iCloud Photos enabled? If you do then you need an equivalent amount of space in iCloud to accommodate the files in your Documents and Desktop folders and your Photos Library.

If you don't want to sync the files in your Documents, Desktop or Photos Library to your other devices, i.e. Macs, iPhones and iPads, then disable iCloud Drive in the System settings and iCloud Photos in Photos' settings.
