iPhone 11 does not connect to internet, even with wifi on and network data usage on

My iPhone 11 does not connect to internet, even with wifi on and network data usage on. I've tried turning off/on the phone. Reset the network. Turn off/on router - all my other devices work on wifi. I've turn off the wifi on the phone to see if it would use network data, but it does not work. Also, with wifi connected, it does not switch to wifi on the phone,... nothing seems to get the connection to internet work on my iphone. Any suggestions? Thanks
