Is 403 Forbidden problem of Safari settings or something else

This pop-up has blocked opening two websites of state parks to make camping reservations (Florida and Tennessee, but not georgia). IP address look unique, but in fact could be just one company that handles reservations.

I've changed a few Safari setting, such as disabling from Tracking and from Content and cleared history. But still getting 403 Forbidden.

I use a VPN, and have tried switching IP location. no help either.

anything else to try? Thanks.
