I suggest that you make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options.

(*) You can do it:
First check if Cellular Data is activated:
Settings → Cellular → enable Cellular Data
If you are roaming on another network, it is possible that your plan with your Carrier does not support it, or you must go to: Settings → Cellular → Cellular Data Options → enable Data Roaming.
If you use eSIM, check if the line is open, go to:
Settings → Cellular → enable Turn This Line On
You have checked your SIM card, you have checked whether you have a connection to your Carrier - check the upper bars next to the battery and Wi-Fi icon. Remember when you restart or update your iPhone, you must enter the PIN code for your SIM/eSIM before you can connect to your Carrier network.
Alternatively, contact your Carrier. There may be challenges either with their network or your Plan.
