macOS Photos: "Syncing with iCloud paused" and it won't unpause

I'm on the latest Ventura (13.2.1). When I launch Photos, and scroll to the bottom of my library, I see a message saying, "Syncing with iCloud paused. Saving battery power." My MacBook Pro is charged to 100% and is plugged into power.


There is a button to sync now. When I click it, it prompts me to Cancel or Resume. I click Resume. But it does nothing.


It's been stuck like this for more than a day and has persisted after restarting the computer. I'm still waiting for important photos to sync to iCloud. What do I do?

We'll be glad to assist. If you're connected to power, this shouldn't be happening. With that said, cancelling the sync as shown in the message, then closing and re-opening the Photos app may resolve this for you. Make sure to close the app as outlined in Quit apps on Mac - Apple Support
