Contact photo on other phones not updating

I've seen this question asked many times without an answer that results in a resolution. I have updated my apple ID photo many times over months/years. Yes it is correct on the apple.com site, and on my card in my contacts. But people STILL get the picture I initially uploaded when I was in 8th grade.

Ideas??
