Alert Notification

I continue to receive alert notifications on my Mac purportedly from "Settings" which state that "Someone is downloading files" and others suggesting that I download protection. Are these spam/phishing notifications? If so, is there a way to stop them?

Yes, those are likely pop-ups coming from the web page(s) you visit. They are more annoying than dangerous provided you simply close them and the web page and move on.

You can set Safari to block pop-ups so can avoid the majority of those. And when you need to allow pop-ups on certain other sites that you know are legit and secure, you can adjust your Safari settings.
