The ringtone on my iPhone 14 only rings at a normal volume on the first ring, then turns really low? Can’t use the volume buttons while it’s ringing because it turns off all volume even though the option to adjust volume is turned on. Confused.

Settings>Face ID & Passcode>Attention Aware Features = OFF.
When done, restart your iPhone and test it.
