Repeat only footer not header
How can I get Pages to repeat only the footer on subsequent pages but not the header?

The first page is a separate section where header/footer are shown. The second page is a new section where you can disable the header in the Documents panel, and in the Sections panel, you deselect Match previous section. All pages in this second section will only show the footer.
