Apple Watch Series 3 iCloud locked

So I got an Apple Watch Series 3 from eBay, the owner had it paired with their iPhone when I got it, so I asked them to remove it, but even after they did, it’s still iCloud locked, what do I do?

Purchased Apple Watch that is still locked to iCloud account I purchased an Apple Watch from poshmark but when I try to link it to my iPhone it says it’s still locked to the previous owners ICloud. I have reached out to the previous owner and she said that it should be removed, not sure where to go from here
