I received an Apple Watch from Fast N Easy Pawn shop and it is iCloud locked to someone else that had sold the watch to the pawn shop. Am i able to erase that person locked into there so that i can continue the set up of the watch?

No pawn shop can reasonably claim that “they didn’t know” about Activation Lock either.
