How come when I move pictures to a folder the picture stays in both places??? Also when I deleted it from main folder it deleted it from the one I moved it to…..it would make sense that when I move it to a folder that it would not stay in the other folder therefore freeing up space. Is it because Apple wants you to purchase iCloud??? That’s what I’m thinking.

Folder on photos app is to keep a shortlisted images, like your favourites. When you like an image it is shown in favourites button on photos app but the photo will still be on recent items ( all photos )
If you need to separate a photo from recent item ( all photos ) create a shared album and post those images to shared album and you could remove it from your mail photos app. Same time you could move those photos to a folder in files app, so the original copy will be on files folder and the same could be removed in photos app.
iCloud does amazing features when you upgrade or downgrade your iPhone or when your iPhone is stolen for some reason / damaged. Consider iCloud has all your backup in iCloud.

There is only one picture. It can be added to any number of albums. All photos still appear in library and in recent items but they do not take up additional space
