I got a brand new macbook air - and it has Ventura on the board. Why so? I bought it from official reseller.

I got a brand new MacBook Air 2020 - and it has macOS Ventura on the board. I also found some videos on youtube about unboxing the same devices, and some users have Monterrey (2021) or Ventura (2022 release) too. Why so? I thought it should come with Big Sure macOS. Should I be worried?

You should not be worried. Typically a recent version of the OS is installed when the machine is built. It is not necessarily the OS current at model release time.

Find out when your machine was built.

Downgrading:

The easiest macOS you can downgrade to is what is on your Mac when it came out of the box --you cannot downgrade any further. This is due to hardware compatibility.

Never Share your Serial Number:

What is this “special site” you speak of? You should never share a Serial Number with anyone whomsoever out there. Doing so, someone knows to whom this item pertains (via IP Address or any other personal info you provided)
