If i have apple fitness on iphone and Apple Watch , do I have to pay for it on iPad Pro ?

If you are signed into the same Apple ID for purchases on all of the devices, you can freely use Apple Fitness+ on those devices that are signed in.
If you use a different Apple ID, then you would have to purchase another subscription using that Apple ID
