Can you use voice memo to record phone conversations?

No, the Voice Memo app disables during phone calls.
If you try to start a recording in the Voice Memo app, you will be asked to end the call before the recording can start.
There are 3rd parties. apps in the App Store that can be used to record calls. I personally haven't tried them, so I can't recommend one over another. But read user reviews. Search for Call Recorder in the App Store and a lot will come up.
