Cannot shutdown iPhone 14 with on/off button
New iPhone 14 and IOS 16.3.1. When pushing the side button to shutdown the phone, I do not get the "swipe to shutdown" message. It will S/D by pushing the Vol up/down and then side button.

It is completely normal. iPhones with Face ID are turned off by holding the Side Button and one of the Volume Buttons down until you get to the shutdown screen.
You can also turn off your iPhone here:
Settings → General → scroll to the bottom and select Shut Down.
