You don’t turn on a speaker. A speaker is where the sound comes out from. (In informal terms.)
A microphone can be turned on for the purpose of dictation.
To turn on dictation, go to: Settings > General > Keyboard. Now, scroll down to Dictation. Then, turn the Enable Dictation switch On.
