Music won't let me download

The Music app won't let me download like usual (clicking the download from cloud button). The Music app has shown on the Activity window that it's been "Loading Cloud Music Library" for like a year now. Something is bugged. Help?

Apple Music Downloaded Songs Will Not Play What do I do when I have plenty of downloaded songs in my library and none of them will play for longer than 2 seconds like it’s waiting for better connection? This problem has persisted all day and multiple times I have been on long trips without a steady internet connection. I continue to pay 5.99 for my subscription when my downloaded songs never work. If the problem continues I will be switching services.

Shut down all apps, force closing if needs be. Reboot computer. Press and hold down option+cmd as you launch Music to open it in safe mode which may potentially help.
