automatic time change
Someone needs to tell Apple that the time does not change in most of Arizona! Of course, there is no way to tell Apple the problem.

Other than these ways:
Apple’s formal support can be reached several ways:
Note that both of the above have options to receive a callback or chat
About the only communications method not used by Apple support is inbound email, probably because the volume would be overwhelming, and separating the wheat from the chaff (or, to us engineers, a poor signal to noise ratio) would be almost impossible.

Regarding the DST change (or not), if you have set time to Automatic your phone gets the time from your cellular provider, who gets it based on the location of the MTSO (network switch) that your phone connects to. It has nothing to do with Apple. You need to contact your carrier, who is either providing your signal from New Mexico or from the Navajo nation.

The connections you gave are very helpful. I would only point out that all the solutions require you to select a product, e.g. iphone, ipad, etc. My question involved an issue, not a product, so it was difficult to figure out who to write.
For the feedback choose the device you use most often that has the problem and describe it. Every submission is read, and it goes into the feedback database. When issues rise to a high enough level Apple will usually deal with it.
You can also actually contact support, and the support tech can report it as an issue.
