Your phone has not successfully connected to your cellular network. This can happen for many reasons even if you are in an area with good coverage. "SOS" simply means you don't have full access to your home network, but the phone can see other networks which would allow an emergency call (911 etc).

You have a new phone and it probably has eSIM function. If you are using eSIM the setup. is a little different from what we have all known in the past. In some regions you may have only eSIM, in other regions you also get a physical SIM slot but we don't know where in the world or what you have on your new iPhone.

As your iPhone is new and I suspect has not yet worked for you, the other good guide for what should happen during setup is Set up iPhone - Official Apple Support

Use this as a step by step checklist just in case you have missed something.
