My user picture at startup has completely disappeared. Since there is no user picture there is nothing to click on in system preferences users.

Try booting into Safe Mode then restart normally. That will sometimes fix anomalies.

Though, the images below from Ventura macOS 13.2.1 will allow " Edit " the Owl avatar
By virtue to being able to Edit , that would mean one can ADD too.
That same Owl does appearing on my Login screen on 3 different Apple Computers I own and maintain

I had already tried to do that, but it is not possible, because as I said in the original post, there is no picture by my user name when I go into system preferences, then users and groups.
Yes, Safe Mode did it and when I hovered over the empty place where a picture should have been in the system preferences user pane, "edit" appeared. Thanks.
