Can Mail be moved to trash and reinstalled

Monterey: Mail Signature Preferences screen cannot be adjusted; the entire window is approximately 1/4 the size of the screen and cannot be dragged to a wider width with the cursor unlike other window sizes. I've tried every thing I can do. Can the Mail app be dragged to trash and reinstalled which might correct this? How would this be done? All other window sizes in Mail are fine. The columns in Signatures are different lengths.
