Screenshot info in Touch Bar no longer showing.

This is actually an answer:

I had the issue where even going to the settings and making sure Touch Bar showed app controls (found in the image below) no longer works. I am writing this to describe how I found the answer as all the other answers on this site say to go to keyboard settings (which doesn't work for everyone). You go to the screenshots app (built in) either through the app page or ctrl+5, press options, and unselect and reselect "show floating thumbnail".
