Internet Accounts cannot open Safari

I changed my password on a Gmail account. On my Mac, in order to change the password for that account, I go to Internet Accounts, click on the gmail account, and then a screen pops up asking me to Open Browser to enter the password. I click Open Browser, and the window that just opened up hangs and never opens Safari. However, I can open Safari without a problem clicking on the Safari icon. How can I get Safari to open so I can change my gmail account password?

In that case the easiest way to fix the problem is to remove the affected email account, and then add it back.
