Import safari bookmarks to iPad
New iPad. Cannot import bookmarks for Safari. Tried linking to iCloud. Tried airdrop html file. Ideas?

iPadOS Safari doesn’t support import of bookmarks/favourites.
However, if you have an iPhone or Apple Mac computer, existing Safari Bookmarks/Reading List/History can be synchronised between devices if all are signed-in to iCloud with the same AppleID:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Safari - set to ON
