Why when I use the action mode in video there is like a dark shadow that runs up the screen? I just bought this iPhone, that shadow at bottom scrolls to the top the whole time it’s in action mode

If the shadow does not appear when you are taking videos under the sunlight then you may conclude that you have insufficient lighting inside the room.
