How do I convert RAW images to JPEG in Photos, preserving all meta data (locations, faces, camera info, etc) in order to reduce the size of my Photos library.

You can't do it in place, you need to export and re-import, and delete the original raw. Note, that the image will be "frozen", you will lose all the wide range of adjustment available to raw images.
