Apple TV doesn't turn on when TV Turns on (Saumsung)

I just bought the newest Apple TV 4K (128gb with ethernet). I have a Samsung smart tv. So when I turn off the TV using the Samsung remote then the light on the Apple TV will turn off. When I turn the tv back on using the Samsung controller then the light stays off on the Apple TV and the Apple TV does not wake make up. So I have to either use my phone or the Apple TV controller to wake the Apple TV again. Then I can continue using my Samsung controller to do everything.

Anyone have any idea why this may be? I searched trying to find any info I could find from other people having the same/similar issue but it doesn't look like anyone ever posted a solution or an answer.

Verify that HDMI-CEC is activated on both the TV and the Apple TV box.

For the Apple TV box: Settings﹥Remotes and Devices﹥Control TVs and Receivers﹥ On

For the TV: See its manual. Samsung may have its own trade name for CEC: Anynet+.

CEC commands are all optional for manufacturers. Some models TV may not support sending ‘System Standby’ commands to other devices.

The Samsung remote works with my apple tv and I use it to navigate and what not. It's just the Apple TV doesn't wake up when I turn the Samsung tv on or switch to the HDMI input with the Apple TV. But if I wait for the tv to give me the "idk man there's nothing here" message, then if I press the back button, the Apple TV wakes up.

Yes, it is on on both the Apple TV and my Samsung TV. I turned the setting off and back on to see if that does anything but it doesn't. It wont wake on HDMI. So to get the Apple TV to wake up I need to either hit the back button on my Samsung remote or the power button on the Apple TV remote.

my appletv remote always turned on my lg tv and turned it off and controlled the volume

but my lg remote never had any effect on my appletv box in terms of turning it on or off
