For several years it has worked fine. Now suddenly my Apple TV won’t turn my Samsung TV on when I press the button on the Apple TV remote. HDMI-CEC is on (I’ve flipped it off and on on the tv and on the Apple TV). Why would it suddenly stop working?

Try resetting the HDMI connection, by disconnecting the HDMI cable(s) on both ends, then reconnect. A cold restart of all the HDMI devices would have the same effect.
