Ah! Gotcha'. The updater appears if you need Rosetta 2.
Similar to the original Rosetta. It was installed by default in Leopard, but not in Snow Leopard. You were prompted to install Rosetta in SL only when it was needed (the server version of SL still installed Rosetta by default).

this is not 100% correct.
The application "Rosetta 2 Updater" is not Rosetta2 it the application that pop up when you try to run a Intel Application. Rosetta2 is by default not installed.
This Terminal onliner give you 100% feedback:
/usr/bin/pgrep -q oahd && echo Yes || echo No
It's automatically installed with the OS. It's even on my Intel based 2018 mini.
