Paid for app but how do I share it on all Apple products I have

I’m not able to access media & purchases under my settings it says off in grey please help me ? Secondly if I paid for procreate on my tablet can I access that on my iPhone and share procreate with my family on there tablets or does Apple think I’m going to pay for the app over and over how can I share it?
