Photo won't load into Photos editor

I'm using Photos v8 on Mac Ventura with iCloud enabled.

When selecting Edit the outline of a circle appears that slowly fills in. I assume this a a status indicator showing the photo being loaded into the Edit app (?). The circle appears to almost complete but never goes away. When selecting a function like Retouch and trying to remove a spot the typical brush circle appears but then never goes away and the edit function doesn't complete.

This condition will appear on some other photos but not others. It is also intermittent and i have been able to do some edits on the photo in question.

I've tried repairing the photo library. I've also tried exporting and re-importing the photo in question - which works - but then run into the same issue.

Any ideas?

Hi chrisbr40,

You mentioned having iCloud Photos enabled.

Do you have the option to Optimize Photos enabled?

If you do try enabling download and keep originals if possible, and see if that solves the behavior:

"On your Mac

  1. Open the Photos app.
  2. Choose Photos > Preferences.
  3. Select iCloud, then click Download Originals to this Mac."

Download iCloud photos and videos

Let us know if that helps with the issue, it will rule out the possibility of a connection issue.

Thanks for using the Apple Support Communities.

Hey chrisbr40,

Thanks for taking a look at those previous steps.

To help narrow down the issue further, you can try testing the issue by creating a new photo library, or testing the issue in a new user account. For more details, check out this link here: Get help with the Photos app on your Mac - Apple Support

If you're having other issues with Photos
If you're experiencing other issues—like missing or blank photo thumbnails, unexpected behavior, or if Photos won’t open—try to see if it's an issue with your library by following these steps.

Create a new Photos library and see if your issues persist:
1. Quit Photos.
2. Press and hold the Option key while you open Photos.
3. In the dialog that appears, click Create New.
4. Give your new library a name, then click OK. Note whether Photos opens successfully with this new library.

To return to your main Photos library, quit Photos. Then open it again while holding the Option key, select your main library, and click Choose Library.

Alternatively, you can open Photos in another user account on your Mac and note whether Photos opens successfully.

If Photos opens with the new library, or in a different user account, it might mean that there's an issue with your library.

Keep us updated on the results.

Have a great day!

Thanks for the suggestion. I made the recommended changes and gave it some time but results are the same. It now appears that every photo in my library is affected; any image i try to edit will show the loading progress circle (? name) but won't complete. If i wait for 15-20 minutes after the Edit button is clicked then I can a proceed with editing functions.

For what it's worth, I've brought up Activity Monitor while trying to edit. Photos is not showing any network activity. It's exercising disk reads and CPU but it doesn't appear to be excesive.
