watch series 8 cellular - paired with iPhone 12 but cellular not working!

Just recd series 8 watch w/cellular. When the phone is not in the vicinity or powered off it does not receive or send out calls. Have been working with at&t for the past 3 days! Any thoughts?

I would unpair your watch to remove data and activation lock 


 Unpair and erase your Apple Watch – Apple Support


(this will create a backup too) 


Then set up your watch again
