Why does my series 7 gps not work when trying to pair for a family member option but pairs for my personal use on same phone? Everything is updated and still won’t pair. Want to give it to my son but I can’t because it wont let me pair for family member option

To get started, we do want to let you know that this is expected. To set up an Apple Watch for a family member, this would require an "An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later."
