Sending. A Text message to non iPhone user

I recently changed iPads new 9th generation (broken screen) and now my new iPad seems unable to send a text message to a non iPhone user

it worked from my previous 8th generation

The iPad cannot send SMS/MMS messages directly.

It can by using your iPhone.

This Apple document give the information needed .

The Apple document I referenced give the directions for you set up the new iPad to send SMS/MMS messages through your iPhone.

The previous iPad may have already been set up to do this.

Regular iMessage's can only be sent to people with iPhones or iPads etc.

By why did it work with my previous iPad. Plus I have many many others I am able to text with using this new IPad.
