Focus letting calls through when turned on. iOS 16.3.1

Sleep Focus was working but started letting calls through this week. Did the 16.3.1 update this morning and it was still letting calls through.

Apple needs to update instructions. While People and Apps were both set to None allowed, this wasn't true. Found that by going into People there was a selection for Allow Calls From was defaulted to Everyone. I added Mom's assisted living facility number to be allowed and changed Everyone to Allowed People Only. The outgoing message is my normal message not an automated "calls or apps have been silenced".
