You cannot get 5G on your iPhone 11 Pro Max because the iPhone 11 Pro Max does not have the necessary hardware to use the 5G service. You will need an iPhone 12 or newer for 5G service.

To Update Over Cellular:

You need an iPhone 12, that is using 5G in order to update over Cellular. Elsewise updating is not an option for your iPhone, when it comes through use of Cellular. So, you'd have to update over Wi-Fi, instead.
