so no matter what i do, no matter what i use, the pixel art i made from procreate gets blurred in photos and whatsapp, i know there is a filter or something blurring it to supposedly make it better, but how do i turn it off?

That sounds like a question you should ask in a Procreate forum. I don't think Photos would be doing that; it would use the image it was provided. The fact that two receiving apps have the same problem makes it likely the solution lies within Procreate export or share settings.
no, its not just procreate, every single photo from every pixel art app and website is like this, apple photos trying trying to make it "less pixelated" by blurring it, but i don't want apple photos to blur it as this is pixel art, so how do i stop apple photos from blurring the art,
I'm not sure what you are seeing. You aren't by any chance converting your pixel art into JPEG format, are you? The compression in JPEG is designed for photographs and may blur artificially sharp edge and pixels.
This can also happen if you are viewing it much larger than the actual pixel size.
