How to determine if my iPhone is locked to a carrier
please let me know my iphone with IMEI number *** is locked or unlocked

This is a user to user forum. We have no way of using your IMEI number, nor any way of telling you if its locked to not to a carrier. Please do not post your IMEI number here.
If your iPhone is running iOS 15 or later you can go to Settings ➜ General ➜ About ➜ Carrier Lock and Settings ➜ General ➜ About ➜ Network to find out if its locked to a carrier.
Alternatively, insert a SIM card from any carrier, if its locked to a different carrier, it will issue a "Sim Not Supported" error its locked to a carrier that is different to the one the SIM card is for.
