Delete photo app from machinstosh
I deleted the Photo app from my library and after I emptied the trash also. But the Photo app still takes 28,8 GB on my Macintosh... How can I delete to save space on my hardware?

Try restarting your Mac, and see if that "refreshes" the storage amount:
ie Apple menu > Restart ... then log back in and check.
Most accurate place to check storage: Apple Menu > "About this Mac" > storage.
NB: If your photos were synced to iCloud, deleting them on Mac would delete them everywhere that they are synced ... (or you may not actually be able to delete them while synced ?.. ie so photos are kept safe.)
