iPad Apple TV
I am paying 699 a month for Apple TV+. It says I’m on my iPad. I can’t get anything free am I doing something wrong?

The modern Apple TV app that supports Apple TV+ streaming service requires iOS/iPadOS 10.2 or later, according to the App Store listing. That would exclude older iOS 9 devices. You would need iPad 4 or later to support iOS 10 or later.
