Why is 14 year old approving me controlling parental settings

i realized today that some settings on parental controls were not correct on child’s phone and when I went to change them, it told me it needed his permission to change the settings. Why, if I have parental controls set up, is it now asking his permission before I can make changes to settings?

Go to Settings and tap Screen Time. Tap Content & Privacy Restrictions and enter your Screen Time passcode. Tap Content Restrictions, then tap Web Content. Choose Unrestricted Access, Limit Adult Websites, or Allowed Websites Only.
