My AppleTV will not update

My AppleTV unit will not update from 16.0 to 16.3.2. Downloading the update seems to go well but when it gets to step 1 of 2, I get an error on the screen that says "the update was not successful, try again later". I have restarted it, I have unplugged it and plugged it back in, I have tried to reset and I get the same thing, the update could not be installed. I just purchased a new AppleTV for our living area TV and I had to update it and it went fine.
