Hey Apple, I want to buy an Apple Watch ultra, from Dubai and want to know will it be compatible with cellular networks of India?

In general, cellular watches from one country/region will not be compatible with another country our region's network. See the 'Cellular service support.' and 'Apple Watch' sections in:

Apple Watch - Carriers - Apple

Don't forget that in India you will have

NO warranty
NO Apple Support or repair service

for a watch bought outside India.
