If you subscribe to Apple Music, see the 'Check the cloud status of songs on your Mac or PC' section in:

If songs are missing from your music library after you turn on Sync Library - Apple Support

If not, can you restore from a backup?

Back up and restore your iTunes library on your PC - Apple Support
